I think C is correct.
Actually, D might be correct under the following circumstances. If we already have CPU & RAM limits set on the VM (which only affects it when the resources are overcommitted), increasing those would help.
This is more likely to be the first troubleshooting step than migrating the VM either.
Thus the question is whether “with” refers to VM and not to “configure”.
c is correct
