When you create the content library and and check the ‘Publish externally’ and ‘Optimize for syncing over HTTP’ checkboxes, a warning will pop-up stating:

“Once a library is created with the “Optimized for syncing over HTTP” check on, this published library cannot be reverted back (“unpublished”) to a local library and cannot be used to deploy virtual machines.”

A subsequent attempt to edit the content library configuration will show the above screenshot with the publishing option greyed out.
