I believe that B should be the correct answer, as with Unicast most of the BUM Traffic is handled within the Host(s).
See:
https://pubs.vmware.com/NSX-6/topic/com.vmware.nsx.admin.doc/GUID-69010816-CADD-4BEB-8915-8C8E2C044E0B.html

Also, within the VCP-NV Certificatio Book it reads, that “additional resources are consumed in the underlay to process all the multicast Traffic”.

Correct me, if I am mistaken..

Finding this after posting the above could also make one think that Answer A is correct:
http://www.routereflector.com/2015/02/vxlan-on-vmware-nsx-vtep-proxy-unicastmulticasthybrid-mode/

Quote:
Unicast mode is the default configuration when adding a VNI. It’s the most easiest option and it doesn’t require any multicast support by the physical network. The drawbacks are:

high local network physical utilization (remote VTEPs still receive a single VXLAN packet replicated by proxies);
