there is no move option for rules and Merge not possible on default section, so D is correct.

You can actually move up or down rules between sections
So B is the correct answere

Looks like Option D is correct because Move rule Up or down icon can be used only within the section not between the section and if you see the screenshot again blocking services are under NSX maximum security they have blocked SSH HTTP and now they are planning to block Telnet. So we need to delete the current Telnet and then re-add that to the correct section will have least amount of effort

Move up and down can be used to move the rule between sections. I just tested it in the lab.

B is correct. I’ve tried it on the Lab as well. You can definitely move rules between sections.
