I agree that micro-segmentation shouldn’t need VXLAN – it’s done on the vNIC as part of teh distributed firewall.
Why would an Active/Active DC require VXLANs? They can be done by conventional stretching of VLANs between DCs.

Active Active DC can have extended logical switch which means VxLAN will be there. Moreover, any DC will definitely have a router , atleast for any outgoing traffic, to internet.
Hence answer is not C.
