It states windows 2008 32bit, no specific version is mentioned. That does not tell us a lot !
VM Machine HW template at 8 is for vSphere 5, thus at its highest.
With a 2 Quad Cores, your VMs can’t spawn above the logicals limit. Here there one does not state HT is enabled, therefore wa assume 2x4cores or 8vCPUs are the max.
Enabling HT (if at all possible) could be an option.
So B+C are both Correct.

So Standard editions do seem to limit the Configuration maximums we study for !
