Of course you could adapt the shares on the VM/vdisk level.
If IO control is enabled and SDRS is enabled on the cluster, the VM would get a fairer share of his shares at the cluster instead of the host level.
With Storage DRS one can optimise the utilisation & the latency of members in cluster after some evaluation period (5min or 8hrs for Latency IO metrics)
This is not presented as an option of choice.
