I realize this is the right answer, but honestly I think it’s insane. I can vmotion servers off the host and upgrade it with no worries about downtime. However, upgrading the tools often requires a restart on that server. So this is a much greater impact to users than upgrading the host.

They mean impact to the environment overall over the long run. Upgrading a host has a big impact. Upgrading the datastores too. Updating the hardware version – somewhat. You get some extra functionality. Upgrading tools? Not so much. I can be a couple levels behind on tools (or not installed at all) and still function.
