What action should the vSphere administrator take to allow for a new vApp to be created in the cluster?
A.
Enable Distributed Resource Scheduling on the cluster
B.
Create a Resource Pool in the cluster, and create the vApp in the Resource Pool
C.
Enable High Availability on the cluster
D.
Create a new Datacenter, and create the vApp in the new Datacenter
Picture has nothing to do with this question. It just shows that you have a connection directly to stand-alone esxi host.
This might be related to vApp is you must deploy vApp in enviroment which has no DRS. In that case you must start the installation on stand-alone host removed from HA cluster temporarily.

This is the wrong picture. the actual picture shows the vApp greyed out.
Answer is A as you need DRS to create a vApp
This is the correct picture
