The KB link above suggests that VMs within vApp must be set to their appropriate ShutDown option (which is normally is not Power Off). Due to the described bug, the workaround is to user Power Off for the entire vApp. So this does not really support the ‘B’ answer…

None, Poweroff, Guest shutdown, suspend.

So C and D are not possible answers, best answer: B.
