B is the correct answer
By elimination
Not A – issue is high cpu on host not vm
Not D – DRS is fully automated so it would have kicked in if there were enough resources on second host
Not C – Same as D and you don’t go powering down live servers because you want to add a new on
C should be the correct one.

Powering down first, because vMotion/DRS wont work because of the high CPU load?
