This answer seems incorrect.

Swap file usage is high which indicates VM is short of memory.
Inspite of memory shortage ballooning is 0 % which indicates Vmware tools is not installed.

Hence correct answers should be C and D.

Anyways what has storage Vmotion to do with memory????

problem related to swap and ballooning points to memmory issue.

Moving it to another datastore wont fix this issue.
I agree with gaurav. Answer should be C and D.

VMware tools contains the balooning driver.
