I think that should be B, C. Scott Lowe says in his vSphere 5 book “If there is an ESXi host failure … it’s possible that some of the VMs would not be able to be restarted …” (p 379)

I agree with dsloyer.
Per vsphere 5 high availability guide:
“If cluster has insufficient failover capacity, vsphere HA can still perform failovers as it uses the VM Restart Priority setting to determine which virtual machine to power on first.”
aka: If will follow the order down until it has reached capacity. It will not be limited to high priority only
