I guess the reason for D is that for the specific vmkernel or virtual machine network you can choose to override the switch failover priority and put one uplink as active and the other uplink as standby or unused.
In that way the explicit failover order option will ONLY use the active uplink port.
Any of the other routing options can potentially use either uplink to load balance unless explicitly excluded.
