If it is asking about Boot able device, this question may not apply to ESX 5.1 as you can boot from any of the devices listed. What aspect of Local Disk does the question try to compare? Any thought?

The question is vague, but it seems that in any sense an PXE capable NIC can never be used in place of a local disk. A NIC will never be a disk.
