This is a recurrent tricky question VMware places every exam. Forbes at vReference.com states very clear:
“Master host (wich is an ESXi elected one) responsabilities:

Monitoring the power state of all protected firtual machines. If one virtual machine fails, the master host ensures that it is restarted. Using a local placement engine, the master host also determines where the restart should be done.”
So restarting VM responsability is not a vCenter responsability, but Master Host one. That’s why if VM vCenter fails, it can be restarted easy by Master Host”
