Determine whether the high ready time for the virtual machine resulted from its CPU usage time reaching the CPU limit setting. If so, increase the CPU limit on the virtual machine.

Increase the CPU shares to give the virtual machine more opportunities to run. The total ready time on the host might remain at the same level if the host system is constrained by CPU. If the host ready time doesn’t decrease, set the CPU reservations for high-priority virtual machines to guarantee that they receive the required CPU cycles.

So in this case I don’t think it’s D (the question doesn’t it has a cpu limit), I’ll rather say first A then C

Yes I also agree with answer as C because when CPU is in Ready state, it means CPU resource contention has occurred and resource contention occurs, CPU share will come into the picture.

this is my take on this, reservation is hardcored , like you booked a hotel, as soon as you paid, the room is yours. on the other hand the share option is only when resource available, if this host max out of CUP resource, it may not have shares to spare, that is more like, you did not book the room, you only on top of the list to book the room.
So C would be the first choice if you want to get a good sleep:~).
