I think the asnwer is A.
I just logged into vCenter on my network, under my Datercentre I have 8 ESX hosts, and 1 DRS cluster containing 2 ESX servers. If I follow answer D right click the datacentre and choose alarms and disable alarms, it disables alarms for all 8 of my ESX hosts, not just the ones in my cluster.
If I follow answer A, Right-click the DRS Cluster. Choose alarm, and then disable alarm actions, it only disables the alarms in my cluster and all the other hosts can still log alerts.

Probably the question is specific to cluster not about all data center. if i am doing maintenance for a storage affecting only one cluster i may not disable alarms for all datacenter… its just my thoughts…. not sure…
