A.
Only virtual machines with a high restart priority are restarted on surviving ESXi hosts.

B.
vSphere HA cannot guarantee that all virtual machines from a failed host will be restarted.

C.
vSphere HA restarts virtual machines on surviving ESXi hosts with the most unreserved capacity.

D.
Virtual machines can be powered on until the percentage of cluster resources reaches 25 percent.

Disable: Allow VM poweron operations that violate availability constraints
Disables admission control. Virtual machines can, for example, be powered on even if that causes insufficient failover capacity. When you do this, no warnings are presented, and the cluster does not turn red. If a cluster has insufficient
failover capacity, vSphere HA can still perform failovers and it uses the VM Restart Priority setting to determine which virtual machines to power on first.

…so the correct answers seems to be A&C!
“If a cluster has insufficient failover capacity, vSphere HA can still perform failovers and it uses the VM Restart Priority setting to determine which virtual machines to power on first”
Exacly what the answer A says… or not?

Sorry! Answer A says “only”, so is incorrect: the hihg restart priority VMs will be power on first, but not “only” they.
