B. IF VM MONITORING is configured IT WILL restart (we need to verify is it is enabled by default. If yes, than this is an INCORRECT choice)
C. Incorrect – VMs will be restarted
D. You can put a host in maintenance on HA cluster without DRS, so it will restart. If HOST MONITORING IS disabled – IT WILL NOT RESTART. By default Host Monitoring is enabled which means it may restart.
I don’t trust the answers here. Same question asked in some other way i.e “which of the following situations would result in VMware HA restarting virtual machines” states answer as D as well.

D. An ESX Server in the cluster is put into Maintenance Mode (incorrect because Host monitoring is enable so i you put host into maintenance mode its VMs will be restart to another machine

it is correct as (default Host isolation response is ‘Leave the Power on’)
Why would B be incorrect? HA will NOT restart a VM that is manually powered off.
The problem here is that it is so vague what the “appropriate HA configuration” is. Most of the scenarios can restart the VM if confured to do so.

An ESX Server in the cluster is put into Maintenance Mode – I don’t see any scenarios where HA will restart VMs running on an ESX host that has initiated Maintenance Mode. Are there any?
It would be something if HA will turn a machine on, when you manually shutdown. How else would you turn it off? Delete it from the inventory? 🙂
Another stupid question with multiple correct answers.
I tested answer B in my lab by running “shutdown -hP now” on a linux VM. The VM was powered off and cluster did not restart it, and I had VM monitoring on.
