Wouldn’t B also be correct since Any windows system that supports paravirualization would be Windows 2003 and 2008 ?

Ah! I get it now they try to catch you out
The reason B is wrong compared to D is because it says ANY operating system.
~The question however states that an Administrator is installing a windows SERVER OS.

Hence D) is the better answer

Technically D is incorrect, regardless of what the documentation says. VMware Paravirtual SCSI (PVSCSI) adapters are supported on Windows Server 2003 R2 and Windows Server 2008 R2 which are not listed in answer D. So despite the fact that D is probably the answer VMWare is looking for, B is really the correct answer.
