There are 1000Mhz of CPU resources available, but the VM is not using it – hence, there is a limit that has been set on the VM. Either remove the limit or increase it.
If you increase the limit to the pool, but there are other VMs within the pool that have higher priority or need more resource, then the critical VM with small reservation will end up has small CPU to use. Increase reservation should guaranty that it does not happen.
