We all agree that B will do it, but so will both A and D…
The problem with A is that if Automatic Startup/Shutdown of virtual machines is enabled, you risk rebooting the virtual machines.
services.sh restart on the other hand restarts the inetd service, wich will in turn restart the Management Agents, without affecting the VMs.

To restart the management agents on an ESX host:
Log into your ESX host as root from either an SSH session or directly from the console.
Run this command:
service mgmt-vmware restart
