Is this feature of DRS or Datastore cluster.
I guess the question is asking us to distinguish between HA and DRS features in vshpere.
Right click on the Cluster and select Edit Settings, under both HA and DRS you will see Virtual Machine Options.
For DRS this allows us to over ride the default settings of the cluster for a particular VM. eg for all VMs but your web servers you want them to be able to move around freely, but for the web servers select disable / manual.
Affinity rules are a sub-option of DRS
