i think the answer should be 6.

the answer is 96 what the documentation is saying when it says that you can’t deploy to a specific host is that it is an all-or-nothing thing, similar to when you prepare clusters when configuring nsx.
I agree it is either 3 or 6. As 3 is not an option it must be B with 6.

Installing vShield Endpoint installs a new vib and a service virtual machine on each host in the cluster.

Please read the Question Carefully 2 vCenter server * 3 Clusters *16 host per Cluster. Each vCenter Server manages three clusters with 16 hosts per cluster.
2*3*16 = 96
