There is no cost for Elastic IP addresses while in use.You only pay for the Elastic IP when it’s not attached to an instance.

So you should pay $0 for the month if it’s attached all time. (Well, you maybe have to pay $0.01 for the few minutes it’s unattached when you create the IP the very first time.)
