Hey all finally i got the work around for this ques , ELB is charged in pay as you go fashion. So if you don’t use it AWS will not charge you, but if PIOPS is implemented they will charge immediately and cost you under free tier period. So the answer D is right.
D is correct. You will get charged always for provisioned IOPS

I will go with D, All the other options (A,B,C) are within the limits of free tier.
