A single domain (answer D) is enough to satisfy all requirements (by using OUs and setting proper permissions); all other solutions are much more complex to implement and manage, and thus they don’t “use the least amount of administrative effort”.
Also, if one was to actually use multiple domains, there would still be no reason to place them in multiple forests. Answers B and C are just plain excessive.
