I would say D. The Main Accounts are not selected as financial dimension in the budget control, so they should be specified in the budget control configuration.

“Select the main accounts that the budget control rules will be enforced for. This step is necessary only when main account is not selected as a budget control dimension.”

If Main account isn’t selected as a budget control dimension on the Define parameters page, but specific expenditures are being managed, you can select those expenditures on the Select main accounts tab. If Main account is selected as a budget control dimension, no entries are required.
