look for the error code to find the right answer. It’s D but also you can find the same questiong and have to answer

ADCS is installed but needs to be configured before it can be managed. So if you add feature only and try to open the mmc the same error appear. after the configuration post install its ok

Correct.. I was able to duplicate the error by installing the rolling. Performing no configuration and attempting to open the CA Authority MMC snap in.
