Can someone explain please why Install-ADDSForest (C)?
I would go with Install-ADDSDomainController (A)

Install-ADDSForest installs the first domain controller in a new forest. This is the best option as the test environment in the question does not have AD DS (and therefore has no Domains).

Install-ADDSDomainController would allow you to add an additional domain controller to an existing domain.

I’m guessing because it’s an isolated test environment there are no forests so first you have to configure that before you can assign DC’s.
