No User 1 should not have full permission

When NTFS and share permissions combine the most restrictive applies

So user one has full control on the share permissions and read and write on the NTFS permissions. NTFS permissions win in this instance because read and write is more restrictive then full control.

Isn’t it the same when there are several groups and they have different restrictions? Like User1 is part of Group1 and Group2 and Group2 has the strictest permissions so shouldn’t only the permissions of Group2 be applied to User1?
