D is indeed correct. Loopback won’t help here, goal is to disable all User Configuration made in GP1, this can be achieved by using GPO Status.

The answer is D.
GPO Status: Edit the GPO, edit the Policy and then choose “Disable User Configuration settings” and it will only apply Computer configuration settings.
Whichever Policy Loopback option you choose GP1 will still apply User Configuration Settings thus being incorrect.
