Agree. This is specifically a requirement due to the following client request: ‘Automatically distribute the new virtual machines to hyper-v hosts based on the current resource usage of the hyper-v hosts.’

This is request is a round about way of stating they want ‘Dynamic Optimization’, which is a part of the SCCM VMM package. The above request cannot be achieved with failover clustering as it is a feature only found in the SCCM VMM package.
