I think the right answer is C) One domain and two sites
No need for two domains, one domain will be more than enough and keeps things simple.
Both requirements can be successfully fulfilled by creating AD Sites, putting a DC in each, creating corresponding subnets and adding them properly to the correct sites.

except you must have missed that requirement. There are 2 offices therefore there are two domain controllers

Precisely. For each office there must be an AD Site and assigned to that site a Domain Controller.
Then, creating a subnet in AD Sites & Services for each office and assigning to the proper AD Site will make computers on each site use the DC in the same site.

I see what you are saying now but how do you satisfy the below requirement? If there is only 1 domain there will be a lot of replication traffic.

Creating two domains is overkill, redundant, and NOT the best/easiest/most efficient/best practice way to go about it.
