if you cannot connect to remote device manager you are getting following error: Make sure that this computer is on the network, has remote administration enabled, and is running the “Plug and Play” and “Remote registry” services

I couldn’t manage to make it work on my VMs, but apparently it is correct and you need this policy (and “Plug and Play” and “Remote registry” services and maybe other stuff as well) to allow remote management of PnP devices, as shown here:

Answer is NO: You can only use Device Manager to manage devices on a local computer as it will work in read-only mode only on a remote computer

tested this on a windows 10 pc and a message popups that remote device manager is readonly
