I agree that the clussvc should be stopped on ex03/04 but I think it is
1) Stop-DatabaseAvailabilityGroup -identity DAG01 -ActiveDirectorySite “New York” -ConfigurationOnly $TRUE
2) Stop clussvc on ex03/04
3) Restore-DatabaseAvailabilityGroup -Identity DAG01 -ActiveDirectorySite “London” -AlternateWitnessServer SRV02 -AlternateWitnessDirectory D:\DAG1
