I believe this should be B. If you deploy it to the “All Users” collection it will not meet the requirement to “NOT be used on any other devices”. If you deploy it to Collection1 then you won’t have that issue.
The provided links will show you that you can select a platform on which the profile will be provisioned. So if you associate it with Windows RT 8.1 devices and then deploy to all users it should work.
