A fixed size virtual hard disk can’t be compacted. First it must be converted to a dynamic hard disk.
Fixed VHDs cannot be compacted. It has to be converted to a dynamic disk in order for it to shrink.
A VHDX drive would be able to be compacted as it is already dynamic. Microsoft recommends in most cases to convert your VHD drives into VHDX
