The link below states that we can use Azure Backup for System State.
Perhaps, this question is outdated and the updated one has a different statement.

There was a discussion on the v7 questions regarding this.
Even though Azure Online Backup now supports System State Backups, the correct test answer may still be Windows Backup due to this being a Preview release.
I think I will go with the provided answer for the sake of the test itself.
