I think that they are wrong on this one.

As the “Turn on communication with Skype users and users of other public IM service providers” AND “External Skype users” are both selected, this should mean that the third answer is also YES.

Please let me know if I’m wrong.

I tend to agree. And doesn’t the domain Status have to say ‘Active’ on the domains page? It only says ‘Setup complete’, so I took it as a trick question and tend to favour the answer No in question #1.

The trick for third option is: IM is allowed only for allowed domain!! Tenant settings 🙂

The contoso users can have Skype for business conversations with Skype for business users of contoso.com and fabrikam.com

The second is no and the third is no.
For the first it depends how your understand the sentence ..
users of contoso domain can have Skype for business conversations with all consumer Skype who login with a Microsoft account. But you can’t use a Microsoft account to connect on contoso domain, only a domain account which is enabled for Skype for business . I would say Yes for the first if you understand that users of contoso domain can discuss with consumers skype

The “On only for allowed domain” settings is for external Skype for Business users.
and the “public IM connectivity” tick box is for external Skype users.
So based on the screen, I would say all 3 are YES

Tricky, the wording is now updated in the Skype for Business Admin Centre, the top option is allow external for “skype for business users” to certain domains and then allow skype users. In that case its only ‘skype for business’ which is restricted to certain domains, skype users are not.
So if the question is updated in the actual exam then its
