Normally you would say yes, but host2 is AMD and host4 is Intel, so that is not possible 🙂 And the server has only local storage.

Hyper-V Replica can use local storage.
Hyper-V Replica can also be used with different processor brands.

The answer is: Yes.

On second thought: “without causing the virtual machines to disconnect from the network”.
A planned failover on Hyper-V Replica only works by shutting down the VM and initiate the planned failover to the other node.

Tricky one.
