For any free software, people can download directly from the vendor website (Example: Adobe Reader). There is no need to download from employee’s personal device.

For paid software, people need to pay for it and get a product code. (Example: Microsoft Project). In fact, who is going to share a software that he/she paid few hundred dollars on it?
