win8 already has powershell 2.0 and .net framework 4.0,
what you need is just Online Services Sign-in Assistant ,

The only BPA is for Exchange, not PS. Google A with quotes and only test questions come up. Cloud identities are managed through Azure which requires the Sign-in Assistant.

That BPA tool is not available anymore from within O365. When I log in to my O365 portal, go to Tools, that tool is not there anymore. This tool is there –> Check your on-premises Exchange Server with the Office 365 Best Practices Analyzer (beta)
Requires Exchange Server 2013. But that is not the PC tool. After some hunting around I found what I thought was the tool but it didn’t install anything. I think the answer is D
