From another dump, the question is “User2 must be able to change passwords for other users.” that why the answer is showing B.
SY is correct that there is another form of the question “User2 must be able to change passwords from other users”. The VCE also shows B as the answer for that one. But it is incorrect as well. In this case the answer should be Password administrator
