Answer seems incorrect. Why would you install it on the “Second Federation server” First?
Beyond that, the reason for not using the AD FS Config wizard built in is 2008 R2 does not include ADFS 2.0. This was an out of band release by MS. So best practice is to download and run ADFSSetup.exe for the latest version.
But the question clearly says it’s for 2012 R2, not 2008 R2?
It’s “Install AD FS role”, “use AD FS first server”, “use AD FS for second server”

To fixy above, Adfsetup is valid for 2008-2012 NON-R2
2012 R2 includes ADFS 3.0 built in.
The answer doesn’t make any sense.
Isn’t supposed to be :
Install active directory federation service server role.
Use adfs to add first
Use adfs to add second.
Someone please clarify.

There are no information about number of server on this scenario and in consideration we have windows 2012r2, for elimination I agree with George.

3. Run wizard to ADD second server.
