Not sure about the answer above. There seems to be 4 steps needed.
1. Enable multifactor for the user.
2. User logs on to office 365, uses mobile phone or mobile app to register.
3. User generates \ creates app password.
4. User enters app password into outlook client.

So how does that fit into the options given in the question above??

Exactly. First Step is to Enable MFA for the user. Then when the user sign in the first time after that, is asked to set up the mobile number and then it creates an app password for applications like Outlook.
The thing about this questions is that, it does not says “Is part of the answer”. So its a little bit tricky.
Marked answer could be correct. Assuming box 2 “Instruct User1 to create app passworsd” includes steps with mobile.
But what does mean “registration process”? Is is process creating MFA or whole setup incl. Outlook?
If setup Outlook, marked answer sounds correct.
If creating MFA, solution in comments is correct.

Users who are enrolled for multi-factor authentication are required to configure App Passwords in order to use Office desktop applications, including Outlook, Lync, Word, Excel, PowerPoint, and SkyDrive Pro
so after enabling user for MFA, create the app pass and then complete registration.

correct me if i am wrong, but you cannot use an app password to complete the MFA Setup/Registration Process. This is usually done by an SMS/Call to your phone. I believe the answer should be
1. enable mfa for the user.
2. use a mobile phone to complete registration
3. create app password to use in Outlook
