Remember that even if you are an Office 365 administrator, you can’t see which computers a user has installed Office on. That also means that you can’t deactivate an existing Office installation on behalf of the user.

That is not true Daz. We can deactivate devices by loging in with global admin. Sign into the Office 365 Portal -> Users -> Active Users -> Select User Name -> Edit Office Installations and pick the device you want to remove. If you try it you will see.
