Both -ForceChangePassword and -NewPassword are correct. The user will be required to reset the password on next sign in but in option -ForceChangePassword $true so answer is correct.
Note that you have to use both the ForceChangePassword and ForceChangePasswordOnly parameters. If you skip the ForceChangePasswordOnly, a new password will be generated for the user and you will need to distribute it to each user
