Service admin: Manages service requests and monitors service health.
Why grant user3 Global admin rights, which gives access to all of 365 for that domain, to user3 when Service admin provides the level of access needed to monitor health and service requests?
Service Admin can’t “View service health and message center posts”. Exchange Administrators can, but only Global Admin can out of the options given.

The global admin has to provide the User with admin privilege to exchange but the Service Admin role can do this. Why make a user global admin just to view service health ?
